Zachary L. Nathanson joined Adler & Stachenfeld in 2024 and practices in the firm’s NYC Real Estate Tax and Incentives, New York City Development, and Impact Investing Practices.

Mr. Nathanson has represented the largest and highest-profile owners in the City on affordable and mixed-income housing, commercial and industrial buildings, and mixed-use developments in their applications for real property tax incentives. He has extensive experience representing owners, lessees, lenders, borrowers and developers regarding New York City’s real estate tax incentive programs, including Affordable Neighborhoods for New Yorkers (485-x), Affordable New York, 421-a, the Industrial Commercial Abatement Program (ICAP), the Affordable Housing from Commercial Conversions Tax Incentive Program (467-m), J-51, Article XI, 420-a and 420-c. 

As part of Mr. Nathanson’s work with real estate tax incentive programs he has prepared applications with the Department of Finance (DOF) and the Department of Housing Preservation and Development (HPD), ensured compliance, performed due diligence, coordinated with tax certiorari attorneys, and prepared real property tax projections.

Mr. Nathanson also has experience representing sellers, buyers, and lenders with rent regulatory due diligence and affordable housing issues. As part of that work, he has been involved in diverse proceedings before the New York State Division of Homes and Community Renewal (DHCR) and HPD.  He has represented property owners regarding allegations of decreased services, rent overcharges, non-compliance, harassment, and Tenant Protection Unit audits.

Additionally, Mr. Nathanson has represented owners in proceedings before the NYS Division of Human Rights and the NYC Commission on Human Rights against complex allegations of harassment and discrimination.
