About
Efram is an Associate at Adler & Stachenfeld LLP, where he is a member of the NYC Real Estate Tax & Zoning Incentives Practice and the Impact Practice. He counsels developers on property tax issues and incentives, with primary focus on real estate tax benefit applications and implementation of 421-a, 420-c, and the Industrial and Commercial Abatement Program (ICAP). He advises developers on construction requirements of New York City’s affordable housing programs, including 421-a, 420-c, and Inclusionary Housing.
During law school, Efram interned at the United States Attorney’s Office for the Eastern District of New York and clerked at the New York Supreme Court, Appellate Division, Second Department. He served as an associate managing editor for the Brooklyn Journal of Law and Policy. Prior to joining Adler & Stachenfeld in 2025, Efram was an associate at Seiden & Schein, P.C.
Efram earned his J.D. from Brooklyn Law School and his B.A. from Yeshiva University.
