About

Efram Klipper is an associate in the Real Estate Tax and Zoning Incentives Practice and the Impact Practice at Adler & Stachenfeld LLP.  Efram counsels developers on an array of property tax issues and incentives, primarily focusing on real estate tax benefit applications and implementation of 421-a, 420-c, and the Industrial and Commercial Abatement Program (ICAP).  He also advises developers on the construction requirements of New York City’s affordable housing programs, including 421-a, 420-c, and Inclusionary Housing.  

While in law school, Efram interned at the United States Attorney’s Office for the Eastern District of New York and clerked at the New York Supreme Court, Appellate Division, Second Department.  Efram also served as an associate managing editor for the Brooklyn Journal of Law and Policy.

Before joining Adler & Stachenfeld in 2025, Efram was an associate at Seiden & Schein, P.C.
